To put it bluntly, where is the water leaking upwards: urinals, water tanks, ground contacts? When does water leak: when not in use, when flushing, after use?
If the urinal is leaking upwards when not in use, it may be that the fittings inside the tank are not well sealed, causing the water in the tank to leak into the urinal: replace the fittings.
If the urinal is leaking upwards when flushing and gushes upwards like a fountain, it must be a blocked sewer pipe and poor drainage: call the clean-up to deal with it.
