When you place paper on a damp seat, bacteria and viruses can still climb from the seat to your bare skin through it, and even if you're sitting on a toilet with pathogens attached to it, you're less likely to get sick from it. Whether it's a virus like influenza or a bacteria that can cause tonsillitis, it's only dangerous if it comes into contact with the body's membranes, so you can avoid it by washing your hands with soap before touching your mouth or eyes (hopefully you've always had a good habit of washing your hands after using the toilet).
