There must be a leakage, you unplug the household appliances one by one and try again (especially the freezer, washing machine, water heater), the reason should be that the socket ground wire is not grounded, or the appliance itself is not grounded.

Whether you use an induction pen to test, that is not accurate, it is better to test with a neon tube pen.
