Article 15. Before a public gathering place is put into use or opened for business, the construction unit or user unit shall apply to the fire department of the public security organ of the local people's government at or above the county level where the venue is located for fire safety inspection.
The fire department of the public security organ shall, within 10 working days from the date of acceptance of the application, conduct a fire safety inspection of the site in accordance with the fire protection technical standards and management regulations. Article 58: Where the provisions of this Law are violated by any of the following conduct, it is to be ordered to stop construction, stop use, or suspend production and business, and give a concurrent fine of between 30,000 and 300,000 RMB:
1) Construction projects that shall be subject to fire protection design review by the fire protection agency of the public security organ in accordance with the law, without being reviewed in accordance with the law or failing to pass the review, and are constructed without authorization;
2) The fire protection design is unqualified by the fire department of the public security organ in accordance with the law, and the construction is not stopped;
3) The construction project that shall be subject to fire protection acceptance in accordance with the law is put into use without fire protection acceptance or unqualified fire protection acceptance;
4) After the construction project is put into use, it is not qualified by the fire department of the public security organ and the fire department in accordance with the law, and the use is not stopped;
5) Where public gathering places are put into use or operate without fire safety inspections or do not meet fire safety requirements after inspection.
If the construction unit fails to report the fire protection design documents to the fire department of the public security organ for the record in accordance with the provisions of this Law, or fails to report to the fire department of the public security organ for the record in accordance with the provisions of this Law after the completion of the project, it shall be ordered to make corrections within a time limit and shall be fined not more than 5,000 yuan.
