Can I smoke in the toilet of an Internet caf ?

No, the law clearly stipulates it! Article 24 of the "Regulations on the Administration of Internet Access Service Business Premises" provides that Internet access service business premises business units shall perform information network security, public security and fire safety duties in accordance with the law, and comply with the following provisions:

1) Prohibit open flame lighting and smoking, and hang no smoking signs;

2) It is forbidden to bring in and store flammable and explosive materials;

3) shall not install fixed closed doors and windows fences;

4) It is forbidden to block or lock doors and windows, safe evacuation passages and safe exits during business hours;

5) The implementation of safety technical measures shall not be stopped without authorization.

Smoking is explicitly prohibited, but the implementation is not in place!
