Any elevator has a driver function, because any elevator may have a driver to maneuver it.

As for what you said, I don't think it's necessary at all, unless it's a huge throughput (such as many exhibition halls, freight elevators in warehouses, and freight elevators in building materials markets), it's okay not to set it up, and the state won't check it.
